Scenario 1: China Marriage Certificate for Use in Singapore

A marriage certificate issued by a Civil Affairs Bureau in China is treated as a foreign government document in Singapore. ICA and MOM cannot independently verify its authenticity, so it must go through notarization and authentication before it can be submitted as a valid supporting document.

Scenario 2: Singapore Marriage Certificate for Use in China

A marriage certificate issued by the Registry of Marriages (ROM) or Registry of Muslim Marriages (ROMM) in Singapore is treated as a foreign government document in China. Chinese authorities cannot directly verify its authenticity, so it must be notarized and apostilled, and accompanied by a certified Chinese translation that meets China's requirements.

  • Chinese translation: The entire English notarization booklet is then translated into Chinese by a translation agency in China holding the relevant qualification — producing a separate Chinese-language document
Why does the translation need to come from a China-qualified agency? Chinese authorities (such as household registration offices) require that translations be produced by agencies holding an official translation qualification issued in China. No need, any one can submit the original certificate and a high resolution photocopy to us for processing.

2. Do both spouses need to be present for the Singapore marriage certificate process?

No. A marriage certificate is a government-issued document. Neither party needs to appear in person — simply submit the required documents and we handle the rest from start to finish.

3. Can I get copies of the notarized document?

No. Singapore notarizations are issued as originals only — no certified copies are produced. If you need multiple sets, each must be ordered and paid for separately. We recommend confirming how many sets you need before placing your order.

4. How long is the notarization valid? Will Chinese authorities require a document issued "within 6 months"?

The notarization itself has no expiry date, but many receiving authorities (such as household registration offices in China) require documents issued within the past 6 or 12 months. We recommend checking this requirement with the relevant authority before placing your order to avoid having to redo it.

5. Can I process the marriage certificate and birth certificate at the same time?

Yes. Applications for Singapore PR or dependent passes typically require both a marriage certificate and a birth certificate to be notarized. We can process both simultaneously to save time.

6. I'm not in Singapore — can I handle this remotely?
