There are two very different scenarios that require marriage certificate notarization: if you married in China and need to use your Chinese marriage certificate in Singapore for pass or PR applications; or if you married in Singapore and need to use your Singapore marriage certificate in China for household registration, school enrollment, or other administrative purposes. The process and requirements for each are completely different — please read the section that applies to your situation.

Married in Singapore, submitting to Chinese authorities for household registration, school enrollment, etc.
Household registrationSchool enrollmentA marriage certificate issued by a Civil Affairs Bureau in China is treated as a foreign government document in Singapore. ICA and MOM cannot independently verify its authenticity, so it must go through notarization and authentication before it can be submitted as a valid supporting document.
Lervice provides a complete one-stop service covering translation, notarization, and apostille. The Chinese original and its English translation are bound together into a single notarization booklet, which is then apostilled. The final document submitted to ICA/MOM contains both the Chinese original and its certified English translation in one complete package.

A marriage certificate issued by the Registry of Marriages (ROM) or Registry of Muslim Marriages (ROMM) in Singapore is treated as a foreign government document in China. Chinese authorities cannot directly verify its authenticity, so it must be notarized and apostilled, and accompanied by a certified Chinese translation that meets China's requirements.
This process produces two separate documents:

1. Do I need to submit the document in person?
No need, any one can submit the original certificate and a high resolution photocopy to us for processing.
2. Do both spouses need to be present for the Singapore marriage certificate process?
No. A marriage certificate is a government-issued document. Neither party needs to appear in person — simply submit the required documents and we handle the rest from start to finish.
3. Can I get copies of the notarized document?
No. Singapore notarizations are issued as originals only — no certified copies are produced. If you need multiple sets, each must be ordered and paid for separately. We recommend confirming how many sets you need before placing your order.
4. How long is the notarization valid? Will Chinese authorities require a document issued "within 6 months"?
The notarization itself has no expiry date, but many receiving authorities (such as household registration offices in China) require documents issued within the past 6 or 12 months. We recommend checking this requirement with the relevant authority before placing your order to avoid having to redo it.
5. Can I process the marriage certificate and birth certificate at the same time?
Yes. Applications for Singapore PR or dependent passes typically require both a marriage certificate and a birth certificate to be notarized. We can process both simultaneously to save time.
6. I'm not in Singapore — can I handle this remotely?
Yes. You can courier the original marriage certificate to our Singapore office. Once the process is complete, we will courier everything back to you. No in-person visit is needed at any stage.
